An Ordinary Meeting of Bishopsbourne Parish Council was held on Tuesday, 7thSeptember 2021 at 6.30pm in Conrad Hall. Present: Cllr R Prestige, Cllr K Martin, Cllr B Dutta, Cllr Andrews. Mrs V McWilliams – Clerk

Apologies were received from Cllr Mike Sole as he had another engagement.
Cllr Tapley sent apologies due to holiday commitments.
2.REPORTS FROM COUNTY/CITY CLLR MIKE SOLE
City Cllr Sole sent the following report (an update on what he had been doing in July & August):
Parish tours– My walks around the parishes with parish councillors and clerks have continued and I have been pleased to have had meetings in Adisham, Kingston, Bossingham, as well as a specific meeting in Littlebourne to review drains and Bridge on traffic issues.
River Stour Internal Drainage Board– I have been appointed by Canterbury City Council to the River Stour Internal Drainage Board.
Highways Improvement Plans – As well as an onsite meeting with KCC to progress a footbath in Bekesbourne from Aerodrome Road to Chalkpit Farm, I have had a HIP progress meeting about the status of all 16 parishes.
Adisham Big Breakfast – I attended the Big Breakfast, which was a tremendous success and was kindly provided with a table to discuss issues with residents. I have also been to Barham Coffee Stop and I am always pleased to hear about similar events going on in the area so that I can meet with people and listen to any issues that they wish to discuss.
PCSO meetings– I have met with the PSCOs covering Little Stour & Adisham and Nailbourne Wards. We have discussed what can be done about speeding in Littlebourne.
Covid Recovery Grant– over the last two months I have been delighted to be able to assist with grants to Barham Football Club (defibrillator), Adisham Village Hall (dishwasher) and Petham PFTA. I am working with several other groups on further grants
Highways England(HE)– I have had productive conversations with HE about speed reductions on the A2 near Ileden, Black Robin Lane and Out Elmstead. I was also able to arrange for the vegetation on the A2 pavements and bus stops to be cut back.
Drainage –I have followed up nearly 20 drainage issues across the area with the KCC drainage team, in particular Bishopsbourne, Adisham and Littlebourne.
KCC household waste sites– KCC are consulting on the appointment system in place at Household Waste Sites www.kent.gov.uk/wasteconsultation
Canterbury City Council Local Plan– After significant concerns were raised about the potential of the emerging Local Plan to include a huge expansion of Aylesham into Womenswold Parish, I arranged a meeting in Woolage Village that was attended by about 100 residents.
3.MINUTES
The minutes of the Virtual meeting held on Tuesday 5thJuly 2021 were approved. Proposed by Cllr Martin seconded by Cllr Dutta.
4.MEMBERS’ INTERESTS
No notification by members was given of any pecuniary or personal interest in items.
5.MATTERS ARISING
The Clerk reported than the drains opposite the Duck Inn had now been cleared. KCC reported that although the drains are cleared at the moment, they were still investigating problems concerning the drains. There were no further matters arising from the minutes not on the agenda.

The Clerk has applied to Lloyds Bank in order to change to online banking. The necessary forms have been completed but the bank has not yet responded. The Clerk will chase.

HIGHWAYS
A large pothole was reported at the top of Rose Lane the clerk will report it to KCC,
The Bridleway path CB 274 at the bottom of Rose Lane that that was full of potholes has now been repaired. The area at the Kingston end of the Bridleway has been cleared and the grass cut back. It is now ready for reseeding. The Parish Council has agreed to help with the cost of the seeds.
A lot of mud and gravel is still lying on Railway Hill. The Clerk will arrange for the road to be cleaned once the drains have been inspected. The Street also needs cleaning; he Clerk will arrange for a date so that residents can be asked to move their cars the night before to enable the work to be done.

NEAME MEADOW
The clerk has been in contact with Jamie Cole who confirmed he has enough wet pour left to redo the surfaces under the play equipment. ROSPA are due to inspect the equipment in July. The Clerk was asked to contact Jamie again asking him to go ahead with any repairs needed once the ROSPA report was released.

FLOOD AWARENESS
Flood Warden Roger Martin reported that though all is quiet at the moment the problems with flooding were not going away and he and the River Group Management Team would be keeping a watchful eye on the situation.

WASTE BASKET
The Clerk has still not been able to arrange for the black bin to be placed outside the Tadpole Tearoom. She will contact CCC again stressing the importance of having another bin as the number of visitors who park their cars behind the Tadpole and then walk their dogs around the village is increasing. There are not enough bins to cope with the amount of litter being left behind.

Cllr Tapley reported that Open Reach are still considering the final costing. She will report back next month with an update.

ANY OTHER BUSINESS
Cllr Prestige asked if the Clerk would get a quote to cut back the hedge on the left-hand side of Conrad Hall as it is very overgrown. The Clerk was also asked to get a quote for clearing the back of the church as it is very overgrown.
The Clerk will contact Mrs McDonald and ask if she could get her hedge cut on The Street.
There being no further business the meeting closed at 7.40pm.
