An Ordinary Meeting of Bishopsbourne Parish Council was held on Tuesday, 2ndNovember 2021 at 6.30pm in Conrad Hall. Present: Cllr R Prestige, Cllr K Martin, Cllr B Dutta. Mrs V McWilliams – Clerk

2.REPORTS FROM COUNTY/CITY CLLR MIKE SOLE
City Cllr Sole attended the meeting and gave the following report.
Autumn is now well and truly here, and the heavy rain is highlighting the many blocked gullies that KCC have failed to clear despite several requests over several months. I continue to chase to these to be done.
Parish Council Meetings– With 16 parish councils in my KCC division it isn’t possible to attend all of them regularly. In October I was able to attend the following parish council meetings:
Chartham (annual assembly)– It was good to be able to attend this meeting and meet up with local community groups as well as find out more about the work that is going on with the Neighbourhood Plan.
Adisham – I was really pleased to see the new dishwasher in the village hall that was purchased with KCC grant funding and also meet new and prospective parish councillors. I also seem to have found myself a very responsible job to do in the village on Christmas morning too.
Wickhambreaux (annual assembly) – This meeting included a presentation about Speedwatch which is something that I hope to get more enthusiasm for in many parishes.
Bridge – I discussed parking and other issues with the parish council with a view to requesting several changes in the village to Canterbury City Council.
Parking Restrictions – If any parish wishes to put forward changes to the City Council parking restrictions, the deadline is 31 December, although it would be helpful to have them earlier than that.
National Farmers’ Union – I had a very informative meeting with members of the Canterbury NFU. As a result of this I am following up matters including fly-tipping and ragwort.
Canterbury City Council meetings attended in the month were the Regeneration Committee and full Council. In Wincheapthere is a significant concern about the proposed gyratory scheme (Wincheap becomes one way as does Simmonds Road) as there has been no public consultation about the impact on residents and businesses. I have also, (so far unsuccessfully) tried to reduce the night-time anti-social construction work on the A2 slip road in Thanington– unfortunately neither CCC nor KCC have direct power over Highways England. I have had fruitful discussions with KCC about setting up an apprentice’s bus travel scheme.
On flooding I have had meetings with both the River Stour Internal Drainage Board and The Little Stour, Nailbourne, Petham Bourne Flood Action Group.
Fly-tipping again seems to be increasing and Canterbury City Council are very slow to deal with reported items, some still outstanding several months later – I continue to chase for action.
3.MINUTES
The minutes of the meeting held on Tuesday 7 September 2021 were approved. Proposed by Cllr Martin seconded by Cllr Tapley
4.MEMBERS’ INTERESTS
No notification by members was given of any pecuniary or personal interest in items.
5.MATTERS ARISING.
There were no matters arising from the minutes not on the agenda.

Agreement to approve payment of the expenses due was proposed by Cllr Martin seconded by Cllr Tapley.
The Clerk went through the budget with Councillors in preparation of applying for the precept for 2021-2023. It was unanimously agreed that we would apply for £8,000 which remains the same amount as last year. We will receive £1,149 Concurrent Financial Funding from CCC in April 2022.
Online banking has still to be finalised.

HIGHWAYS
All potholes on Rose Lane have now been marked up and should be repaired over the next few days.
The area at the Kingston end of the Bridleway has now been reseeded. Stewart Coltart wrote and said how grateful they were for the Council providing the finance for the seeds.
Highways have been clearing the drains which have improved. But still some flooding by the bridge on Frog Lane. The Clerk has written to them regarding the drain opposite the signpost which is still blocked.
It was agreed that we would not ask for Station Hill, Rose Lane, and The Street to be cleaned until after all the leaves have fallen. Clerk will arrange for a date so that residents can be asked to move their cars the night before to enable the work to be done.

NEAME MEADOW
The moles have now been cleared from Neame Meadow.
Councilors approved that the Blue Conifer tree by Conrad Hall should be removed down to ground level and stump grind the vegetation. The tree will be replaced by a new tree yet to be decided in honour of the Queen’s Platinum Jubilee instead of lighting a bonfire.
It was agreed that the Council would allow car parking on the meadow for two events being organised by the Village Hall Society on condition that there was no heavy rain, and the grass was not too wet.
- FLOOD AWARENESS Flood Warden Roger Martin reported that he had met with the engineers from KCC who reported that all drains and gullies would be cleared by 29 November 2021.

WASTE BASKET
We are still waiting to hear from CCC about placing the extra bin by the Tadpole tea room. Mike Sole agreed to investigate the matter.
