A Virtual Zoom Meeting of Bishopsbourne Parish Council was held on Tuesday, 4thMay 2021 at 6.30pm. Present: Cllr R Prestige, Cllr K Martin, Cllr Andrews, Cllr B Dutta, Cllr Tapley & Mrs V McWilliams – Clerk
COMMENTS FROM THE PUBLIC
5 members of the public logged on to the meeting.
Their main concern was the land adjoining Gorseley Cottage, Pett Bottom Road, Lynsore Bottom. The Clerk explained that the Application has now gone to appeal and awaiting a decision.
1.APOLOGIES FOR ABSENCE
Apologies were received from County Cllr Northey & City Cllr Sole.
2. MINUTES
The minutes of the Virtual meeting held on Tuesday 16thMarch 2021 were approved but not signed. Proposed by Cllr Dutta, seconded by Cllr Prestige.
3.REPORTS FROM COUNTY COUNCILLOR MICHAEL NORTHEY & CITY CLLR MIKE SOLE:
There were no reports or attendance from either councillor due to them being in purdah until after the forthcoming Election.
4.MEMBERS’ INTERESTS
No notification by members was given of any pecuniary or personal interest in items.
5.MATTERS ARISING
There were no matters arising from the minutes not on the Agenda.

Agreement to approve payment of the expenses due was proposed by Cllr Martin seconded by Cllr Prestige.
The Clerk presented the accounts, which had been audited by the Internal Auditor. The resolution to apply for the Certificate of Exemption from PK Littlejohn the External Audit was passed unanimously. The Chair and Clerk signed it and the Clerk will now forward it to PK Littlejohn for acceptance. Councillors approved the Annual Return and all supporting documents for the financial year end 2020-2021 which was signed by the Chair and dated prior to the meeting. Acceptance of the forms was proposed; by Cllr Prestige seconded by Cllr Dutta.
Following agreement to raise the Clerk’s hours to 26 from 20 hours at the same basic charge of £10.50 per hour, it was not reported in the May because of Covid 19 no meeting was held. The Clerk forgot to include it in the July minutes. The error was picked up by the internal auditor. The Clerk apologised for her mistake.
7.PLANNING
CA/21/00962 Detached single storey out buildings as garage and workshop The Old Cottage, The Street,. There were no objections. Councillors fully supported the plan. It would take two vehicles off the road where parking is extremely tight.
CA/20/01745 three single-storey terraced holiday lets with associated storage, landscaping, access and parking. Land adjoining Gorseley Cottage, Pett Bottom Road, Lynsore Bottom Refused. This has now gone to Appeal and we are waiting a decision.
8.HIGHWAYS
Cllr Tapley reported that the drains outside the Duck Inn at Pett Bottom were still blocked and the road was constantly flooded. The Clerk had already reported it to Highways but will do so again.
The Bridleway path CB 274 at the bottom of Rose Lane that that was full of potholes has now been repaired.
It was agreed that we would request “slow signs” before the entrance to the Tadpole tea rooms, also at the Bottom of Frog Lane where it joins The Street.
Rose Lane to be resurfaced.
9.NEAME MEADOW
The clerk still has been in contact with Jamie Cole who confirmed he has enough wet pour left to redo the surfaces under the play equipment, that need doing following the ROSPA report. The clerk will contact him and ask if he would like us to get someone else to do it as he is busy with lambing.

FLOOD AWARENESS
The Flood Warden reported the sandbag bins had now been installed and filled. It was agreed to keep bins locked. The Clerk has given him a list of people to whom he should distribute the keys.
There is nothing to add about flooding/drains; the river is in retreat and the tankers have been stood down.

WASTE BASKET
The Clerk has still not been able to arrange for the black bin to be placed outside the Tadpole Tearoom. The Clerk is constantly in contact with CCC and Caneco but with little success. She will contact them again.

WEBSITE
Cllr Dutta reported that Eyelid Productions our server provider has now moved our site to his new server which supplies SSL and 5GIG email accounts for free. The site is now secure.

FAST BROADBAND
Cllr Tapley reported that we are still waiting to hear from Open Reach about the final costing.

ANY OTHER BUSINESS
The Clerk has now put in a Capital Grant bid to repair the Pentanque Terrain at Conrad Hall/ The overall cost is £3,372.35 we have secured funding from Conrad Hall of £300 and £200 from The Parish Council and have requested a grant for £2,872.35.

NEXT MEETING
As we are still not sure when Zoom meetings will no longer be permitted. It was agreed to pencil in the next meeting for July 2021. The Annual Village meeting date will be decided once we have more confirmation about the lifting of restrictions from the Government.
