A Virtual Zoom Meeting of Bishopsbourne Parish Council was held on Tuesday, 5thJanuary 2021 at 7.30pm. Present: Cllr R Prestige, Cllr K Martin, Cllr Andrews, Cllr B Dutta, Cllr Tapley & Mrs V McWilliams – Clerk
COMMENTS FROM THE PUBLIC

Hilary Scott attended the meeting and explained that she was present to introduce herself as a candidate standing for election of Kent County Councillor in May. She was keen to find out more about the village and resident’s needs.
COUNCILLORS’ REPORTS
Cllr Michael Northey attended the meeting and reported that there was now a free asymptomatic testing centre in Canterbury. He went on to say that the police have been given extra powers to clamp lorry drivers who park illegally. He was pleased that the recent work on the drain in Frog Lane Drain had finally been dealt with.

COVID-19 19 is again having an impact on refuse collection staff which means that some other work like non-urgent fly tipping removal may have to wait a little longer.
There is a significant planning application further along the Elham Valley for permanent static caravans near The Palm Tree. Although it is just in Folkestone & Hythe District it could significantly impact residents in Nailbourne Ward as well as being visually unacceptable in the AONB. I am in contact with councillors from FHDC and Elham PC about this.
PRESENTATION FROM DR STEWART COLTART
Dr Coltart explained that he is heading a team working towards establishing a more satisfactory cycle route from Canterbury to Barham. He is particularly looking for support from Bishopsbourne to help improve the surface at the top of the bridleway (CB 274) from Kingston to Bishopsbourne which needs clearing and levelling off. The chairman told him that the parish council fully supported the project and would-be willing to help with anything they could.
Dr Coltart is looking to create a footpath from Kingston and Barham to enable children to walk to school. Andrew Hutchinson who isPROW KOC civil servant has been very supportive and helpful to the project. The Clerk was asked to write and thank him.
Dr Coltart thanked the chairman for letting him do the presentation and for his offer of help.

Apologies were received from City Cllr Mike Sole as he had a prior engagement, but the Clerk did not see them until after the meeting.
2. MINUTES
The minutes of the Virtual meeting held on Tuesday 3rd November 2020 were approved but not signed. Proposed by Cllr Dutta; seconded by Cllr Martin.

6.PLANNING

7.HIGHWAYS
Potholes in The Street & Frog Lane have now been filled. KCC Engineer has inspected the drain in Frog Lane which have now been cleared the drains have now been cleared 60 meters of pipe which hopefully, seems to have cured the problem. Highways will keep a check on the situation.
Cllr Tapley reported that the drains outside the Duck Inn at Pett Bottom were also blocked and the road was constantly flooded. The Clerk will report it to Highways.
The verge behind the two bollards on Bonny Bush Hill have now been cleared and trimmed. It was agreed that the Clerk will arrange to have it done again in March/April 2021.
The Bridleway path CB 274 at the bottom of Rose Lane is full of potholes particularly where it become privately owned. The Clerk has been in contact with PROW who have promised to come out and I inspect it. The Clerk will chase.
8.NEAME MEADOW
The clerk still has been in contact with Jamie Cole and he has got enough wet pour left to redo the surfaces under the play equipment. He will also look at any repairs that need attention following the RoSPA report.
Moles have reappeared on the Meadow. The Clerk will contact Pest Control Management and get them removed.
The promised bins for storing sandbags have not been delivered. The Clerk will chase and find out what has happened to them.
9.FLOOD AWARENESS
Following the letter had been sent to Southern Water; their response was not what we had hoped for. It was agreed to write to them again expressing our displeasure at their suggestion that tinkering would be put into place again should the need arise.
10.WASTE BASKET
The Clerk has still not been able to arrange for the black bin to be placed outside the Tadpole Tearoom. It was agreed that as Serco would not be renewing their contract with CCC to leave it until CCC take over responsibility for the waste collection in February.

Cllr Dutta confirmed that the website is up to date.

14.ANY OTHER BUSINESS
The Clerk reported that the notice boards outside the Conrad Hall and The Duck Inn needed some repair as the cork tiles were coming away from the board making it difficult to pin notices up. The clerk will investigate getting someone to look at them to see what the best way would be to repair them.
Reports had been received of speeding in The Street particularly when people were leaving The Mermaid. The Clerk will contact Highways at KCC to see if it would be possible to install “SLOW” markings on the road.
Obtaining grants for Fast Fibre Broadband was discussed. Following the installation of the cables last year it would not be possible for anyone who is able to connect with the cables would not be eligible to apply for the grant. It was agreed that the Clerk would contact the Broadband Team at KCC and ask exactly how many houses were able to receive fast broadband now the cables have been laid. After which contact will be made with all the outlying homes encouraging them to apply for the grant.
